OneAID Community

Who We Are

Founded in February 2025, OneAID is a women-led organization run by former USAID affiliated staff that emerged in the wake of the dismantling of the agency. As USAID was the first government entity to encounter significant changes in the new administration, OneAID formed to serve as a trusted information hub for affected staff, educate the American people through press engagement, and inform Members of Congress of developments and impacts in a rapidly changing environment. Over 100 days into the administration, OneAID has moved beyond the emergency response phase and is exploring how we can continue to preserve and protect U.S. international assistance while advancing citizen engagement for a vibrant democracy.

To foster and maintain an inclusive space where grassroots groups and “grass-tops” organizations can convene, leverage comparative advantages, and collectively tackle challenges facing the U.S. international assistance community.

Julia Hurley​

 

Julia Hurley is the co-founder and Executive Director of OneAID. She believes in the power of bringing people together to solve tough problems and has a 15 year career driven by this belief that spans humanitarian, development, and peacebuilding work both in the U.S. and the Middle East and North Africa region. Most recently, she served as a Senior Policy Advisor with the Office of Policy at USAID, where she led cross-Agency reform efforts and advised agency senior leadership on policy issues related to the humanitarian-development-peace (HDP) nexus, forced displacement, and the Middle East. Julia originally joined USAID in the Bureau for Policy, Planning, and Learning (PPL) where she served as a focal point for humanitarian, conflict, peacebuilding, and localization issues. 


Prior to USAID, Julia served as a policy advisor to the Washington Delegation of the International Committee of the Red Cross (ICRC), and as a program officer on the US Government Partnerships, Policy, and Strategy team at the United States Institute of Peace (USIP). She also previously co-founded a policy startup, Polithon, focused on engaging young people in the policymaking process, served as a Special Projects Officer with the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in the Gaza Strip, and worked with Simon Sinek on his books Start With Why and Leaders Eat Last. Julia holds a Master of Policy Management from the McCourt School of Public Policy at Georgetown University, and a Bachelor of Science in Diplomacy and International Relations from the School of Diplomacy at Seton Hall University. She also studied Arabic at the Arabic Language Institute at the American University in Cairo.

Cate Klepacki

Cate Klepacki is the Co-Founder and Managing Director for People and Partnerships at OneAID. Cate brings a people-centered, mission-driven approach to OneAID’s efforts. In this role, Cate is responsible for coordination and collaboration among network community partners and for organizing people and resources to anticipate and respond to community needs. 

 

In 2024, Cate returned to USAID's Bureau for Humanitarian Assistance (BHA) as a Senior Humanitarian Policy and Program Advisor after more than two years with the Department of State’s Bureau of Population, Refugees, and Migration (PRM) Office of Refugee Admissions Policy Team. During her tenure with the Department of State, she served on detail with the Humanitarian Affairs team at the US Mission to the United Nations in Geneva, Switzerland. Cate previously worked with BHA where she contributed to several portfolios including emergency humanitarian response efforts in Afghanistan, Ethiopia, Guatemala, Honduras, Iraq, South Sudan, Syria, and the Bahamas. Cate also served on detail with BHA's Gender, Age, and Social Inclusion Team. 

 

Prior to USAID, Cate served as a Refugee Officer with USCIS where she primarily supported the agency's asylum processing efforts at the U.S. southern border. She has also worked with various NGOs and IOs in the Middle East and Africa including the Danish Refugee Council, the World Bank, and UNICEF. Cate is a Tufts University Fletcher School graduate with concentrations in Humanitarian Assistance, Migration and Forced Displacement, and Human Security. Cate also holds a second master’s degree in Psychology and a graduate certificate in Global Gender Policy. She previously served in the U.S. Air Force for nearly 13 years.

Catherine Baker

​​Catherine Baker is the Managing Director for External Relations at OneAID. She brings 15 years of experience in communications, business development, and talent acquisition for international development firms and non-profits. Most recently, she served as Senior Business Development Manager with DT Global, where she led strategic positioning efforts and proposal management for USAID-funded opportunities in the conflict prevention, stabilization, and transition sector. Prior, she worked as a Senior Principal Recruiter with DAI’s Conflict, Stabilization, and Peacebuilding Practice and for Creative Associates International as a Technical Manager for Political Transitions. In these roles, she engaged diverse stakeholders to inform technical and operational approaches and designed programming that responded to donor priorities. She holds a Bachelor’s degree in International Studies from American University’s School of International Service and is a native Spanish speaker.

 

Jackie​ Ndebeka

​Jackie Ndebeka is the Chief of Staff for OneAID. Jackie brings almost 15 years of experience in administrative and operational leadership within international development and humanitarian sectors. She has supported mission-driven organizations such as USAID and the International Committee of the Red Cross (ICRC), where she played a key role in driving efficiency, strengthening team coordination, and ensuring the seamless delivery of complex programs. Known for her strategic mindset and commitment to excellence, Jackie is passionate about building systems that enable organizations to maximize their impact.

Kacie Scaccia

​

Kacie Scaccia is the Executive Assistant for OneAID. In her role at OneAID, she oversees a range of essential administrative and outreach functions, including managing the end-to-end volunteer registration process, maintaining and updating the organization’s website to ensure accessible and up-to-date information. She also serves as the primary point of contact for public inquiries, providing responses to support community engagement and organizational visibility. 

 

An international operations specialist, Kacie brings years of experience supporting disaster assistance response teams in high-pressure environments. As a Humanitarian Officer with USAID’s Bureau for Humanitarian Assistance, Kacie has led complex logistical and personnel deployments for major crisis responses, including operations in Gaza and Sudan. With fluency in Arabic and Spanish and a master’s degree in Middle East Studies from the American University in Cairo, Kacie is known for her cross-cultural acumen, rapid problem-solving, and deep expertise in government travel operations.

 

Prior to her tenure at USAID, Kacie served as an Arabic Linguist. She lived in Cairo for seven years, where upon completing her Master’s degree, she taught kindergarten and obtained her certification in Modern Egyptian Colloquial Arabic.
